Individual observations and theories are fitted into the broader framework of magnetosphere-ionosphere-atmosphere couplings as they impact upon the general behavior of quasi-static electric fields within the magnetosphere and ionosphere. Magnetospheric substorms are viewed as departures from the usual pattern of behavior. Electric fields in the vicinity of auroral arcs are regarded as special processes. (BJG)
