An analysis of the effects of test loops in the PRTR redctor core on reactivity, program schedules, physics analysis and data, and reactor safety and operation is presented. Final design of the proposed loops is not complete. and the analytic methods to be used for fuel cycle studies are not finally established. For these reasons the information and conclusions are regarded as preliminary. (J.R.D.)
