BS>A facility is described to measure absorption and fission cross section of small samples which are used in connection with the Ispra 2 swimming pool reactor. The measuring is done by compensating with a rotating rod and the reactivity controlled by the samples introduced into the reactor by means of a special device. Several factors affecting the measurement accuracy, such as reactor noise, temperature drift etc., are considered. System dynamics are studied and the design outlined to optimize a figure of merit that in this case is the measurement time, which effects the accuracy. By means of a continuous calibration method, it looks possible to reach an accuracy of about 1/100 of p.c.m. with samples of 10 p.c.m. An analogical study is described of the process where several assumptions of the theoretical design are considered and which confirms the previous results. (auth)
