Proton-proton elastic scattering at 22.9 Bev was studied in emulsion by the normal incidence technique. A total of 30 two-prong stars satisfied the kinematical criteria for elastic interactions between beam protons and free protons of the emulsion, which corresponds to an observed elastic cross section sigma = 11.7 plus or minus 2.1 mb for cms scattering angles theta > 0.8 deg . It is shown that, due to the high resolution of the measurements, the possible background due to inelastic events in the sample of events classified as elastic cannot have any appreciable effect on the results. Partial correction for scanning losses based on the comparison of the results of different scannings yields the value sigma /sub e/ = 12.1 mb (without Coulomb scattering), but in view of the difficulties connected with the estimation of the scanning efficiency, no meaningful error can be given for this corrected value. It is shown, however, that apart from the statistical errors, this value should be regarded as a lower limit. The results of the experiment indicate that for small scattering angles the differential cross section curve rises above the optical point, an effect that was observed in a large number of experiments above 2.5 Bev. A review of p-p elastic scattering experiments in the Bev region shows that many of the experimental techniques employed result in systematic errors that usually lead to the underestimation of the elastic cross sections.
