The self-consistent equations of the time-dependent Hantree-Fock method are shown to have solutions for rotating potentials. The resulting equation for the moment of inertia differs from that of the cranking model but is identical with that obtained by minimizing the ground state energy of the Hantree-Fock method with a prescribed expectation value of a total angular momentum compenent.
