An anomalous feature in the 21-cm line observations has the characteristics of an external galaxy passing near the Milky Way. The galaxy's center is at l=197degree./sub /3plus-or-minus0degree./sub /5, b=+2degree./sub / 1plus-or-minus0degree./sub /5, and its angular size is 7degreetimes2degree. Tidal debris extends to l=155degree, b=+8degree, forming a stream of H i high- velocity clouds that crosses l=180degree at V=-90 km s$sup -1$. The observations together with dynamical models of the tidal interaction using Schmidt's rotation parameters indicate a distance from the Sun of 17plus-or-minus4 kpc, a perigalactic distance of 22plus-or-minus2 kpc, and a mass of 1.0plus-or- minus0.2times10$sup 8$ M/sub sun/.
