A fuel element is designed for use with gas-cooled graphite-moderated reactors. It is comprised of a hollow cylindrical sleeve (which may be graphite) having at its upper end means for supporting an array of fuel rods and at its lower end means for locating the rods horizontally while permitting downward expansion of the rods.
