A type of element is proposed which consists of a body of Th/sup 232/ containing fertile material. The element is provided with an adjacent layer, substantially of U/sup 238/, enriched by fissile material, preferably by Pu. This layer acts as a shield having neutron resonances ranging from 0.05 to about 10.0 ev in order to limit as much as possible neutron capture by Pa/sup 233/ during conversion of Th/sup 232/ to U/sup 23/< s3>s (NPO)
