A charged particle traversing a medium at super-light velocities may, besides emitting Cherenkov radiation, undergo transitions into its excited states. It is shown that the mu meson may be regarded as an excited state of the electron. The vacuum polarization in the vicinity of an atomic nucleus is shown to be capable of changing the refractive index from that of free space. A minimum Cherenkov energy is found for the self-excitation of the electron into a mu meson, in the immediate vicinity of a nucleus. (T.F.H.)
