Clinton budget a setback for SMES supporters

For seven years contractors have pursued, and electric utilities have touted, the promise of large-scale superconducting magnetic energy storage (SMES) as an innovative tool for managing electrical load disruptions on transmission grids and within local utility systems. But the low-temperature superconducting technology, which has been the subject of exhaustive design studies, is at a new crossroads. The Clinton administration has recommended rescinding $10 million in funding provided by Congress to establish a program office in the Department of Energy to develop the technology. The action is both a surprise and a challenge to engineering companies and electric utilities alike.
