The role of the {ital E}{lt}{minus}{ital mc}{sup 2} continuum and of correlation in the multiconfiguration Dirac-Fock calculation of nondiagonal one-electron operators is described. Because of its importance and symmetry which emphasize both effects, we study the 1{ital s}2{ital s}{sup 3}{ital S}{sub 1}{r_arrow}1{ital s}{sup 2}{sup 1}{ital S}{sub 0} relativistic {ital M}1 transition in two-electron ions. It is shown that both contributions have the same magnitude, and must be included even at low {ital Z}. These contributions improve significantly the agreement between theory and experiment at all {ital Z}, reducing the disagreement for Nb from 2.7 to {minus}1.8 times the experimental error. {copyright} {ital 1996 The American Physical Society.}
