A relation is proposed to compare data for the ratio {ital R} of cross sections for double ionization (or ionization excitation) ({sigma}{sup 2}) to that for single ionization ({sigma}{sup 1}) caused by charged particles ({ital Z}), photoannihilation (PE), and Compton ({ital C}) scattering. The relation is {ital R}{sub {ital Z}}({epsilon})={ital f}{sub {ital Z},{ital d}}({epsilon}){ital R}{sub PE}+[1{minus}{ital f}{sub {ital Z},{ital d}}({epsilon})]{ital R}{sub {ital C}}( {epsilon}). Here, {ital R}({epsilon})=({ital d}{sigma}{sup 2}/{ital d}{epsilon})/({ital d}{sigma}{sup 1}/{ital d}{epsilon}), {ital R}={sigma}{sup 2}/{sigma}{sup 1}, and {ital R}{sub {ital C}}({epsilon}) is the ratio of cross sections for Compton scattering; {epsilon} is the energy transferred to the system by the projectile; and {ital f}{sub {ital Z},{ital d}}({epsilon}) is the dipole fraction of the energy distribution {rho}{sub {ital Z}}({epsilon})=({ital d}{sigma}{sup 1}{sub {ital Z}}/{ital d}{epsilon})/{sigma}{sup 1}{sub {ital Z}} for single ionization. We have evaluated {ital f}{sub {ital Z},{ital d}}({epsilon}) so that only ratios of cross sections at high energies need be observed experimentally to test this relation. {copyright} {ital 1996 The American Physical Society.}
