NRRI summary of Wisconsin Public Service Commission: The future of Wisconsin`s electric power industry
The Winter 1995 Quarterly Bulletin contained an NRRI Summary of The Future of Wisconsin`s Electric Power Industry, Draft Environmental Impact Statement (DEIS). The DEIS examined the economic, system, environmental, and socioeconomic effects of adopting a fully competitive and largely deregulated electric industry structure. The Public Service Commission of Wisconsin (PSC) Staff (Staff) introduced two opposing utility structures. The status quo model resembled the current industry structure. The model was characterized by vertically-integrated electric utilities and a comprehensive planning process. The plausible extreme model represented a largely deregulated electric industry. Under this model, a single utility providing monopoly electric service would not exist and market forces would shape individual firm decisions.
