Mexico environmental protection and pollution prevention under emergency economic reform

During President Carlos Salinas de Gortari`s administration, the environmental protection and pollution prevention programs throughout the country received an unprecedented financial and political support. The administration included from the beginning very aggressive action plans to protect and enhance the environment. To ensure that all these programs were going to be followed, the president instructed the National Commission of Ecology to include these programs within the National Development Plan, under the National Program for Protection of the Environment. The National Development Plan is a constitutional mandate that requires every Federal Government Action Plan to be designed in accordance with it. New national policies were implemented to enforce environmental legislation. Ten new programs to protect endangered species were approved by Congress, 44 national parks were declared under special federal protection, 14 biosphere reserves were established and 9 more were included to protect wildlife. The three largest cities in the country, Mexico City, Monterrey and Guadalajara received special attention in order to design and implement a program to promptly respond to air pollution emergencies. To control and reduce water pollution from mismanagement of untreated sewage in urban areas, financial support was allocated to build and operate water treatment plants.
