The California Air Resources Board`s equipment precertification program
The California Air Resources Board (ARB) has a long history of certifying various types of equipment and technologies. To date, these certification programs have focused on motor vehicle related technologies, such as, emission control systems, fuel vapor recovery systems, and after-market automotive parts. Currently, the ARB is in the process of developing the Equipment Precertification Program for equipment and processes related to stationary sources which in California are primarily regulated and permitted by local air pollution control districts. This ARB precertification program is one component of a larger effort underway at the California Environmental Protection Agency (Cal/EPA) to implement a multi-media environmental technology certification program through the establishment of the Office of Environmental Technology Certification (OET) within the ARB. The OET will coordinate the implementation and operation of environmental certification programs within the Cal/EPA Boards and Departments. The office will work to increase acceptance of environmental technologies by regulators, users, responsible parties, and the public and will assist in development of consistent guidelines and protocols for the certification programs within the Cal/EPA Boards and Departments. The office will work to increase acceptance of environmental technologies by regulators, users, responsible parties, and the public and will assist in development of consistent guidelines and protocols for the certification programs, especially in areas where multi-media certifications are appropriate. It also will establish a network to support evaluations and peer review of environmental technologies through agreements with universities, national laboratories, and other agencies.
