This handbook is a basic guide to assist in the establishment of a privately operated vanpool program. It begins with an overview of the vanpooling concept and its benefits. The subsequent sections cover the following: Organizing a private vanpool; van acquisition; calculating and collecting fares; publicity to persuade people to join the vanpool; operation of the vanpool; accounting of fares and expenses; and legal requirements, including method of operation, vehicle registration, driver licensing, and liability. Appendices include sample forms and agreements, as well as a hypothetical income and expense statement.
