This guide describes how to operate vanpools that recover the commuting-related portion of their fixed and operating costs without making a profit. In such owner-operated vanpools, members share the ride to and from work in a van used primarily for commuting on a regularly scheduled basis, with riders charge a monthly fare to compensate the driver for expenses incurred. The legal material included is specific to Washington state, but the operations-related material included is generally applicable. Topics covered include selecting a van, leasing versus purchasing, providing maintenance, planning for emergencies, and establishing a route and pickup points. The document also covers management, fare setting, and recording keeping for the operational vanpool.
