Changes in on-road emissions and emission factor model predictions for the Van Nuys Tunnel: 1987 to 1995

The Van Nuys Tunnel experiment conducted in October and December 1987 by Ingalls et al. attempted to verify automotive emission inventories as part of the Southern California Air Quality Study (SCAQS). The findings showed, surprisingly, that CO and HC emission rates were higher by a factor of approximately 3 to 4 than expected from automotive emission model predictions. The Van Nuys Tunnel was revisited in June 1995. Over the eight year period significant reductions in the emission factors for CO, HC, and NOx were observed. CO emissions decreased by 40% and NOx by 20%. HC was reduced by approximately 70%. Observed emissions were compared with California`s mobile source emission factor model, EMFAC7. Version EMFAC7C was used in 1987 while version EMFAC7F was run for the 1995 study. EMFAC7C underpredicted both CO and HC in 1987 while EMFAC7F only underpredicted CO in 1995. Both models performed well for predicting NOx emissions. Applying EMFAC7F for the 1987 data further reduced the discrepancy between model predictions and observed emission rates.
