Widths for the new flavor-changing top quark decay t{r_arrow}c{tilde {nu}} or for the reversed sneutrino decay {tilde {nu}}{r_arrow}t{bar c} are calculated in the minimal supersymmetric standard model without {ital R}-parity conservation. For large tan&hthinsp;{beta}, e.g., tan&hthinsp;{beta}{approximately}m{sub t}&hthinsp;/m{sub b}{approximately}40, Br(t{r_arrow}c{tilde {nu}}){gt}10{sup {minus}5} or Br({tilde {nu}}{r_arrow}t{bar c}){gt}10{sup {minus}6} in a relatively wide range of the supersymmetric parameter space as long as there is more than one nonzero {ital R}-parity violating coupling. In the best cases, with a typical squark mass around 100 GeV, we find that Br(t{r_arrow}c{tilde {nu}}){approximately}10{sup {minus}4}{minus}10{sup {minus}3} or Br({tilde {nu}}{r_arrow}t{bar c}){approximately}10{sup {minus}5}{minus}10{sup {minus}4}. For tan&hthinsp;{beta}{approximately}O(1) the corresponding branching ratios for both top or sneutrino decays are too small to be measured at the CERN Large Hadron Collider (LHC). Therefore, the decays t{r_arrow}c{tilde {nu}} or {tilde {nu}}{r_arrow}t{bar c} appear to be sensitive to tan&hthinsp;{beta} and may be detected at the LHC. The branching ratios of the corresponding decays to an up quark instead of a charm quark, e.g., t{r_arrow}u{tilde {nu}} or {tilde {nu}}{r_arrow}t{bar u}, may also be similar. {copyright} {ital 1999} {ital The American Physical Society}
