Efficient direct access: Comments on the California Blue Book proposals
The essential ingredient to realizing the California Public Utilities Commission`s vision of a more efficient competitive marketplace is the creation of an efficient wholesale power market in which all interested parties can participate effectively. The California Public Utilities Commission`s proposal to restructure the electricity industry has already proved many things. One of the most important early results for the long-run benefit of California is its demonstration of the ability of leaders to motivate market participants to develop creative innovations. A quick review of the initial filings finds a long list of issues and interesting proposals. This is just the beginning; even better ideas are sure to follow. However, as yet none of the proposals is specified fully enough to support a judgment pro or con about the Commissions`s ability to achieve its objectives along the path suggested. The purpose of these comments, published as an article, is to help the Commission`s agenda move forward by developing further some essential elements of the strategy and by providing a few ideas that may help in evaluating the central details. It value for other jurisdictions, if any, will be as great or small as their interest in the working out of an acceptable, progressive, pro-competitive paradigm in California.
