Active power line conditioners (APLCs) are relatively new types of electrical equipment that compensate for steady-state harmonic distortion, transients, and voltage variations in electric utility distribution and end-use power systems. APLCs also provide excellent line voltage regulation and can improve true power factor. Because of their broad capabilities APLCs are especially useful in situations where sensitive electrical loads must be protected from a variety of power quality problems. Because of their automatic and instantaneous response to changing network conditions APLCs perform well in settings where more traditional power quality solutions might fail. This application guide is designed as a resource for engineers to better understand APLCs as customer end-use power quality solutions. The guide explains the basic operation of APLCs and how they correct for voltage and current distortion as well as regulate rms voltage at the load. Common power quality problems are also discussed with emphasis on determining the proper applications for APLCs. A description of EPRI/ESEERCO`s successful experience with a 100 kVa, 120/208 V, 3-phase, four-wire APLC at the Museum of Television and Radio in New York, NY is included and demonstrates the power quality impact of an actual APLC in the field. Important practical matters such as the APLC`s ability to handle motor inrush currents and reverse power flow are noted. The guide also seeks to explain the process by which an APLC is chosen and implemented as a power quality solution. This includes a discussion on pre-installation power quality examination and how to compare the results of this examination against the capabilities of APLCs. Also discussed are issues such as energy savings and the environmental requirements for proper APLC use.
