As electric utilities face having to provide more choices to consumers, their approach towards these offerings must change. Utility offerings have generally followed the route of limited market research, followed by offerings, followed by evaluations. Typically this took a long time with limited understanding of what needed improvement, from the customer point-of-view, until well down the road. Frequently, significant investments were made before evaluations identified market barriers. The High Efficiency Laundry Metering and Marketing Analysis (THELMA) project involves a combination of market and evaluation research integrated in a comprehensive design. THELMA is a study of horizontal axis (H-axis) clothes washers with high spin cycles, promising energy and water savings, involving a consortium of electric and water entities. The research design recognizes that water and energy impact estimates from lab tests are not enough to direct utility investments. This report will describe each of the major THELMA research components (market assessment, distribution system analysis, impact analysis) and outline the research plan for the THELMA project.
