Evaluation of particulate matter continuous emission monitors at a hazardous waste combustion facility

The EPA proposed new rules governing the emission of particulate matter (PM) and hazardous air pollutants from hazardous waste combustors in 1996. Facilities to be affected under the proposed rules include incinerators, cement kilns, and lightweight aggregate kilns that fire hazardous waste. Included in the proposed regulations are requirements for the use of particulate matter (PM) continuing emission monitoring systems (CEMS), and draft performance specifications for these systems. In support of the proposed monitoring requirements, the US Environmental Protection Agency (EPA) funded an extended durability study. The purpose of the study was to evaluate monitor performance characteristics and determine what level of data quality objectives is required for this type of monitoring. Incorporating the use of PM CEMS in the new rules have required a series of technical subtasks. These precursory tasks included: research of existing European experience; assessment of the state-of-the art of monitoring technologies; drafting of proposed CEMS performance specifications and calibration protocols; modification of the manual reference method for collection of particulate at low level concentration; and field evaluations of commercially-available monitoring technologies. A field demonstration program at a full-scale incinerator completed between September 1996 and May 1997. The results were presented in a draft report issued in october 1997. The data was made available for public comment in a Notice of Data Availability (NODA) issued in the Federal Register on December 30, 1997. Review of the data generated from this study has continued since the draft report was issued. Further conclusions are presented in this paper.
