Emergency planning is the process of developing practices and procedures for handling accidents, required by 29 CFR 1910.38 and 29 CFR 1910.120. Planning is the necessary actions to limit or prevent damage created by fire and/or chemical release to persons, property, and the environment, the coordination with outside parties (emergency services, i.e., police, fire and EMS) and the development of personnel roles and lines of authority. The planning process can identify areas to be addressed prior to an incident to prevent or limit damage, such as in-place protection, emergency supplies and equipment, and responsibilities and actions of emergency response personnel. To be effective, an emergency action plan must be in writing and facility personnel must be properly trained to implement the plan at the time of an emergency.
