Status of natural gas pipeline risk management in Canada and Europe

Risk management is the systematic application of management policies, procedures, finite resources, and practices to the tasks of analyzing, assessing, and controlling risk in order to protect employees, the general public, the environment and company assets. Risk management policies regarding industrial applications have become increasingly prevalent since the mid 1970`s. The effective use of risk management in industry has demonstrated improved safety records in addition to reduced operating cost. In spite of the impressive safety record of natural gas pipelines, the general awareness of a few pipeline failures and a more competitive marketplace have caused the natural gas industry to become more assertive in managing risk. International activity in risk assessment/risk management (RA/RM) basically parallels that of the US. Currently, both Canada and the industrialized countries in Europe are developing risk management procedures specific to the pipeline industry. This paper presents a brief summary of the status of natural gas pipeline risk management initiatives in Canada and Europe. 62 refs.
