A new era for pipeline safety

The natural gas industry in the US may be on the brink of a new era in pipeline safety. Proposed legislative initiatives H.R. 1022 (the Risk Assessment and Cost-Benefit Act of 1995) and H.R. 1323 (the Pipeline Safety Act of 1995) would direct both the government and the natural gas industry to increase the safety of the nation`s public health and environment by reducing the risks associated with the pipeline transportation of natural gas and hazardous liquids. Though some pipeline-safety regulations have worked well to increase safety to the public and the environment, many of them have proved more costly and less effective than intended. Many recently proposed regulations would impose considerable costs on natural gas companies without necessarily reducing risk. The two bills now being considered by Congress, with their new approach to regulatory rulemaking, would direct agencies to identify and focus on the risks that pose the greatest threat to human health and safety while ensuring that the limited resources of both the government and private sector are spent efficiently and effectively. The paper explains how both bills would work.
