  1. City Administrator, City of Pella, IA (United States)
A slide presentation of Pella, Iowa`s Power plant operation since 1900`s to date was given. The aging power plant had neglected capital needs since 1970, rapid load growth, and dependence on non-firm economy power. A study which commenced in 1989 recommended; capital improvements to maintain capacity, and $1 million/year savings to keep plant operation versus unit retirement, and to evaluate securing other sources of power. Achievement included: reduced dependency on non-firm power during peak demand periods; reduction of Pella generation schedule from 90% to 50%; adequate room for capacity growth through the end of the decade; and a unique municipal to municipal long term firm power purchase with ten year transmission paths in place.
