A case study is presented of the actions by the Butler, New Jersey to challenge the rates of the wholesale supplier Jersey Central Power & LIght (JCP&L). In 1991 JCP&L applied for another 14% rate increase and Butler attempted to negotiate alternatives without success. After the Energy Policy Act was enacted competing sources were explored by Butler. Extensive studies and proposal were evaluated by Butler from several sources in Pennsylvania and Delaware. General Public Utilities agreed to have a sister company, Penelec, supply Butler and negotiated a guaranteed wheeling arrangement with JCP&L and load following. The new agreement resulted in a 41% decrease in rates for Butler.
