The hearing addresses a new concept called Ecowatts which promotes the increased use of kilowatt hours to displace fuels at the point of use. The concept offers benefits as follows: (1) Increased use of electricity will allow utilities around the country to seek the best demand side management programs to use energy more efficiently; (2) Using the most efficient technologies to burn coal and other fuels will save carbon dioxide and other environmental polluting emissions; and (3) by using fuels more efficiently we can conserve our indigenouse fuel sources such as coal. Witnesses explain how switching to electrotechnologies will reduce pollution and use fuels more efficiently.
