The report addresses the bill S.1834 which reauthorizes the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), commonly know as Superfund. The bill is designed to speed the pace and improve the quality of of cleanups, reduce transaction and cleanup costs, make the liability allocation system more fair and efficient, and expand public participation in the process. A background for the CERCLS and a summary of current problems is given. The proposed legislative text is given as amended.
