The {tau} decay rate into hadrons of invariant mass smaller than {ital s}{sub 0}{gt}{Lambda}{sub QCD} can be calculated in QCD assuming global quark-hadron duality. It is shown that this assumption holds for {ital s}{sub 0}{approx_gt}0.7 GeV{sup 2}. From measurements of the hadronic mass distribution, the running coupling constant {alpha}{sub {ital s}}({ital s}{sub 0}) is extracted in the range 0.7 GeV{sup 2}{lt}{ital s}{sub 0}{lt}{ital m}{sub {tau}}{sup 2}. At {ital s}{sub 0}={ital m}{sub {tau}}{sup 2}, the result is {alpha}{sub {ital s}}({ital m}{sub {tau}}{sup 2})=0.329{plus_minus}0.030. The running of {alpha}{sub {ital s}} is in good agreement with the QCD prediction. {copyright} {ital 1996 The American Physical Society.}
