Arguments in favor of the collective nature of the {ital E}3 transitions in {sup 144}Nd are discussed. In the authors{close_quote} opinion, the 12{sup +} level at 4354 keV remains a likely candidate for a double-octupole excitation. {copyright} {ital 1996 The American Physical Society.}
