Title: Rare D decays, {ital D}{sup 0}{bar {ital D}}{sup 0} Mixing, and CP Violation at a Tau Charm Factory

Results of experimental projections for measurements of rare {ital D} Decays, {ital D}{sup 0}{bar {ital D}}{sup 0} Mixing and CP Violation at a Tau-Charm Factory are presented. Emphasis is given to those measurements which are unique to a Tau-Charm Factory. Sensitivities for some Lepton Family Number Violating Decays and Flavor Changing Neutral Current Decays can reach the level of 10{sup {minus}7}{minus}10{sup {minus}8}, while the sensitivity for the unique decay {ital D}{sup 0}{r_arrow}{nu}{bar {nu}} should reach the 10{sup {minus}5} level. Several different kinds of measurements are presented which should be sensitive to {ital D}{sup 0}{bar {ital D}}{sup 0} mixing (without DCSD complications!) at the level of 10{sup {minus}4}. Finally, examples are given of both asymmetry and rate experiments which are sensitive to direct and indirect CP violation. {copyright} {ital 1996 American Institute of Physics.}
