We study {ital CP}-conserving and {ital CP}-violating {ital K}{sup 0}{r_arrow}{pi}{pi} and {ital K}{sup 0}{r_arrow}{pi}{pi}{gamma} decays, using the same techniques which explain the {Delta}{ital I}=1/2 enhancement of the former to also explore {ital CP} violation of the latter transitions. If {ital CP} violation is driven by the {ital WW}{gamma} vertex, we show that direct {ital CP} violation in {ital K}{sub {ital L}}{r_arrow}{pi}{pi}{gamma} is scaled to the {ital s}{r_arrow}{ital d}{gamma} {ital E}1 quark transition and the latter is {ital suppressed} by the GIM mechanism (compatible with recent experiments). In the same spirit, the dominant {Delta}{ital I}=1/2 enhancement of {ital CP}-conserving kaon weak decays can be scaled to an {ital s}{r_arrow}{ital d} quark transition which is {ital enhanced} by the GIM mechanism. {copyright} {ital 1996 The American Physical Society.}
