Double penguin diagrams and the contribution of vector-meson-like states to the decays {ital B}{r_arrow}{ital K}{sup {asterisk}}{gamma}, {ital B}{r_arrow}{rho}{gamma}

Using perturbative QCD, the contribution at the leading twist, leading {alpha}{sub {ital s}} level, of charm and up quark loops to the decays {ital B}{r_arrow}{ital K}{sup {asterisk}}{gamma} and {ital B}{r_arrow}{rho}{gamma} is presented. In the case of {ital B}{r_arrow}{rho}{gamma}, the relative importance of these contributions depends upon the unknown CKM matrix elements {ital V}{sub {ital b}}{sub {ital u}} and {ital V}{sub {ital t}}{sub {ital d}}. Assuming that the ratio {ital r}={ital V}{sub {ital b}}{sub {ital c}}{ital V}{sub {ital c}}{sub {ital d}}{sup {asterisk}}/{ital V}{sub {ital b}}{sub {ital t}}{ital V}{sub {ital t}}{sub {ital d}}{sup {asterisk}} is bounded between {minus}2.25{le}{ital r}{le}{minus}0.5, as suggested by the Particle Data Group, the error in extracting {parallel}{ital V}{sub {ital t}}{sub {ital d}}/{ital V}{sub {ital t}}{sub {ital s}}{parallel} by these decays is estimated. {copyright} {ital 1996 The American Physical Society.}
