Formulating a response to the Clean Air Act

Only a few years ago, the term reformulated gasoline (RFG) did not exist in oil industry or government regulatory agency vocabularies. Today, because of the Clean Air Act (CAA) amendments of 1990, this gasoline is available in all octane grades. RFG, designed to combat urban smog and to improve air quality, is created by changing the composition of conventional gasoline through limiting and modifying certain constituents. Benzene and aromatic levels are reduced, vapor pressure (or volatility) is decreased, and oxygenates are added to improve combustion and other fuel properties. Because RFG can comply with regulations based on performance and/or formulation, many companies have developed additive packages and/or formulations to meet emission requirements. The paper discusses the deadlines for reformulated fuels established by EPA and other agencies for compliance, refinery process changes necessary to meet the required changes in fuel composition, and the projected costs to meet these regulations. Other topics that will be discussed briefly include diesel fuel reformulation, the CO oxygenate program, renewable sources of oxygen additives program, and European regulations responding to clean air issues and RFG.
