Expressions of interest received by the Department of Energy in commercial Clean Coal Technology projects in foreign countries

Conference ·
OSTI ID:257202
Congressional guidance for the 1995 appropriations requested the Department of Energy (DOE) to make the international dissemination of Clean Coal Technologies an integral part of its policy to reduce greenhouse gas emissions in developing countries. DOE was instructed to solicit statements of interest in commercial CCT projects in countries projected to have significant growth in greenhouse gas emissions, and to report to the Congress on the information received. In all, 77 Expressions of Interest (EOI) were received from 33 respondents, along with four miscellaneous responses. The paper will summarize 11 technologies represented, and the 22 countries for which they are proposed. The EOIs request a broad range of Federal incentives, ranging from regulatory relief and trade missions through direct financial assistance. While only 41 of the EOIs would directly reduce carbon dioxide emissions, 45 would address sulfur dioxide and 37 would emit less oxides of nitrogen. Other environmental benefits would pertain to particulate matter (24 EOIs), water consumption (15), waste water (13), and air toxics (13).
