Department of Energy promotes cooperative ventures
In its 1987 budget request to Congress, the US Dept. of Energy requested $12.5 million to be placed in a blind venture pool for cooperative research and development projects. DOE's idea was to offer this money for fossil energy research projects for which other parties were willing to put up over half the money. Congress refused to appropriate the money. In response to the rebuff from Congress, DOE held a public meeting in Denver on December 3 in an attempt to gather public support for the cooperative venture approach. In its announcement of the meeting, DOE stated that it is particularly interested in learning what operating and procedural characteristics interested parties would like to see in cooperative R and D ventures, including what relaxations in federal operating procedures affecting reporting oversight and management would make these ventures more attractive to potential project participants. DOE is soliciting views preparatory to an actual program offering of cooperative R and D ventures for fossil energy technologies and resources. It appears that the Dept. of Energy will get the support that it needs to return to Congress and try to sell the idea again.
