When the State of Florida received the initial HVAC system design for the 232,000 ft{sup 2} (21 553 m{sup 2}) Fort Myers Regional Service Center in Southwest Florida, they thought they had the highest efficiency, lowest operating cost HVAC system available. The design consisted of two 400-ton (1400 kW) water-cooled centrifugal chillers, DDC controls and a VAV air-side design. But when the system bid for $2.1 million, the design team offered to take a closer look at a thermal storage alternative, and came up with an alternative that would compete on a first-cost basis with the initial conventional system.
