We report a measurement of the transverse-longitudinal asymmetry {ital A}{sub {ital TL}{prime}} in {sup 3}H{rvec e}({ital {rvec e}},{ital e}{prime}) quasielastic scattering at {ital Q}{sup 2}=0.14 (GeV/{ital c}){sup 2}. The asymmetry is expected to be sensitive to the neutron electric form factor, {ital G}{sup {ital n}}{sub {ital E}}. We find a value for {ital A}{sub {ital TL}{prime}} which is smaller than predictions of recent PWIA calculations by more than 2{sigma}. {copyright} {ital 1995} {ital American} {ital Institute} {ital of} {ital Physics}.
