Two electric power industry outsiders are urging the Federal Energy Regulatory Commission to take a cue from their recent histories and unbundle transmission services to promote bulk power competition. National Power Co. and Enron Power Marketing Inc. say that FERC should take the same bold approach to transmission that it did with the natural gas industry. However, industry insiders are urging that FERC should instead develop transmission pricing policies that support and promote the further growth in competitive wholesale markets.
