Consequence-based dam safety: A balanced risk approach

This paper presents details of B.C. Hydro`s consequence-based approach to dam safety evaluation. This approach, which retains the essential element of engineering judgement, provides a systematic and consistent method of addressing not only the safety of individual dams, but dams in general, within the framework of societal safety. This risk assessment approach provides a basis for decision making under uncertainty and promotes a balance in the components of risk associated with dam safety, by addressing them on an individual basis.
