Bidding - and winning - in the privatization game

Utility companies from North America are crowding into the Latin American market, bidding on hydroelectric and thermal generation plants, distribution systems, and transmission grids being privatized by government owners south of the border. At first blush, the circumstances of these offerings appear quite risky. The capital costs may be high, or include considerable assigned debt. The language and culture of the country are frequently unfamiliar to the bidder, and the legal systems obscure. The bidding documents are often confusing, with unclear obligations, and the timelines for bidding formidable. Bid preparation itself under these conditions is quite an accomplishment. But preparing a bid is a waste of corporate energy and effort unless it is accompanied by a strategy to win. Using the example of a 1,400 MW hydroelectric plant recently sold by the Argentinean government, this paper examines the due diligence effort required in an international privatization bid, and outlines a strategy for winning.
