Using the CLEO II detector at the Cornell Electron Storage Ring, R={sigma}(e{sup +}e{sup -}{yields}hadrons)/{sigma}(e{sup +}e{sup -}{yields}{mu}{sup +}{mu}{sup -}) was measured to be 3.56{+-}0.01{+-}0.07 at {radical}(s)=10.52 GeV. This implies values for the strong coupling constant of {alpha}{sub s}(10.52 GeV)=0.20{+-}0.06, and {alpha}{sub s}(M{sub Z})=0.13{+-}0.03. Using a sample of one-half million {upsilon}(2S) events, the dipion transitions in {upsilon}(2S){yields}{upsilon}(1S) were studied. Branching ratios, dipion invariant mass spectra, and various angular distributions were found to be consistent with current theoretical models. The decays {upsilon}(2S){yields}{upsilon}(1S){eta} and {upsilon}(2S){yields}{upsilon}(1S){pi}{sup 0} were not observed, and upper limits for their branching ratios these decays are given.
