The Frank E. Ratts Generating Station Units 1 and 2 consist of two 116.6 MW nameplate net pulverized coal fueled electrical generating units. The station, near Petersburg, Indiana, is owned and operated by Hoosier Energy Rural Electric Cooperative (Hoosier Energy). Black and Veatch was retained early in 1992 to provide engineering services to support stack emissions compliance. The station is a Phase 1 facility under Title 4 of the Clean Air Act Amendments of 1990 (CAAA) and was required to reduce SO{sub 2} emissions to 2.5 pounds per million Btu (lb/mmBtu) of heat input and nitrogen oxide (NO{sub x}) emissions to 0.50 lb/mmBtu. Hoosier Energy studied the alternatives and elected to implement a fuel switch to meet the sulfur emission limits, and to install low NO{sub x} burners to meet the NO{sub x} emission requirements. The existing plant systems, baseline testing program, retrofit considerations, modifications, and construction schedule were described in a technical paper, ``Frank E. Ratts Station Fuel Switch and Low NO{sub x} Burner Retrofit,`` presented at the International Joint Power Generation Conference and Exposition in October 1993. The previous paper presented the results of test burns with the low sulfur coal in the Frank E. Ratts Station boilers. This paper presents follow-up information on the project including equipment installation issues and problem resolution, description of NO{sub x} related performance tests and results for both Units 1 and 2, and the current status of operations and stack emissions, except for SO{sub 2}.
