Polarized optical absorption and emission measurements are used to locate and assign 91 crystal-field energy levels split out of the 4f{sup 9} electronic configuration of Dy{sup 3+} in hexagonal Na{sub 3}[Yb{sub 1-x}Dy{sub x}(dpa){sub 3}]{center_dot}NaClO{sub 4}{center_dot}10H{sub 2}O(x = 0.05, 0.2, 1; dpa {triple_bond} dipicolinate dianion {triple_bond} 2,6-pyridinedicarboxylate). The absorption measurements span the 300-1800 nm wavelength range, and the emission measurements span the 470-775 nm wavelength range.
