Switzerland`s approach to photovoltaic applications

The adoption of a new article in the Swiss Constitution relating to energy and a 10 year moratorium on nuclear energy by Swiss voters on 23rd September 1990 had political consequences. The Swiss government (Federal Council), supported by the ruling parties, launched a 10 year national program in November 1990, known as Energy 2000. The concerted efforts of the entire Swiss national economy are intended to achieve ambitious objectives with respect to energy: to stabilize the total energy consumption of fossil fuels (oil, petrol, gas, coal), and the quantity of CO{sup 2} emitted, by the year 2000 at or below the level pertaining in 1990, and thereafter reduced; to slow down the increase rate in consumption of electricity during the decade followed by stabilizing demand from 2000 onwards; to increase the contribution level of renewable energy sources by an additional 0.5% to electricity and 3% of the heating energy production, by the year 2000; and to increase hydroelectric power production by 5%, and the power rating of existing nuclear power stations by 10%, by the year 2000. The national Energy 200 program sets ambitious objectives for the use of solar energy. The objective for thermal use of the sun`s power is 1.5 million m{sup 2} and for photovoltaics the objective is 50 MW. By the turn of the millennium, photovoltaic grid-connected installations amounting to a total of 50 MWp should be installed and brought into operation. The main emphasis for the use of photovoltaics in Switzerland is placed on integration with buildings. Over the last five years, a number of technically interesting pilot and demonstration projects have been set up. The program plans for photovoltaics are described.
