Measurements of proton structure in deep inelastic scattering in ep interactions are presented. The data were recorded with the H1 and ZEUS detectors at the HERA ep collider in both phases, HERAI (1994-2000) and HERAII (2003-2005). The data were used to extract quark and gluon parton distribution functions (PDFs) and to determine the strong coupling {alpha}s.
