Determining factors in the decision-making process for energy conservation measures in the commercial market

In its 1990-1992 Development Plan, Hydro-Quebec (a government-owned utility that generates and distributes nearly all electrical energy in the province of Quebec) embarked on a vast energy-efficiency project with a view to managing growth in electricity demand in all its markets. For the commercial market, which comprises two major sectors (commercial and institutional), annual energy savings of 3.0 TWh are targeted for the year 2000. This market contains nearly 265,000 customers occupying just over 70,000 buildings. With annual sales of approximately 30 TWh, it accounts for some 23% of all electricity sales in Quebec and 28% of Hydro-Quebec`s revenue. In 1991, Hydro-Quebec launched an ambitious study in an attempt to understand the decision-making process used by its commercial customers and ultimately reach the above-mentioned target.
