The evaluation of aboveground storage tanks is an issue capturing a great deal of attention since the first publication of API Standard 653. The procedures in API 653 for evaluating settlement are very conservative, and often more rigorous stress analyses must be performed to determine fitness-for-service. An API task force and others have been working on improved settlement evaluation procedures based on various beam or plate analogies. This paper critiques these methods and discusses the development of settlement evaluation procedures based on data from non-linear finite element analyses. The methods discussed are proposed as the basis for fitness-for-service settlement evaluation in future tank maintenance standards.
